“Council of Europe Language Education Policy”
Between 2002 and 2016 the Language Policy Unit of the Council of Europe offered expertise to assist member States to reflect upon their language education policy. Since 2009 The Languages Company has participated in 3 profiles.
The Profiles provided an opportunity for self-evaluation of language education policy in a spirit of dialogue with Council of Europe experts, with a view to focusing on possible future policy developments within the country.
It was not an external evaluation. The process involved the elaboration of a series of two complementary documents published by the Council of Europe:
To date 17 such reports and profiles have been published and two more are in production.
They are an invaluable source of information on and insight into language policy across Europe in the 21st century. In 2009 a transversal analysis of issues raised across the profiles was published (Word, 350KB).
For further information see the Council of Europe website
Lid King has been coordinator for three recent Profiles: Armenia (2009) (Word, 500KB), Malta (2015) (PDF, 1.6MB) and Catalonia (draft). The Catalonian profile was almost complete in the spring of 2017, but it became embroiled in what was then a constitutional dispute between Catalonia and the Spanish government. In the circumstances the Council of Europe decided that the process had to be terminated without any publication.
